Upgrade to 9.0 — documentation problems (installation from source)
Summary
Can't upgrade from 8.17 to 9.0 using https://gitlab.com/gitlab-org/gitlab-ce/blob/master/doc/update/8.17-to-9.0.md. Some steps are in wrong order.

Just follow docs, and you'll encounter strange problems.
What is the current bug behavior?
Can't continue upgrade at some point
What is the expected correct behavior?
Should be possible to do upgrade without any problem ;)

Along with this there was problem about gitlab-shell
version inconsistence, so to work around those 2 problems I ran step 8 to see error above, then 10 (fixed config/gitlab.yml
manually) and then go back to continue doing step 6.
Possible fixes
Correct order of steps.
