Failed to create repository via gitlab-shell

Hello,

I have a fresh installation from source, I tried master, v8.0.3, branch 8-0-stable with gitlab-shell 2.6.5 and I am not able to create a new repository. I can copy a repository from URL and properly work with that repository (clone, pull, push).

Creating a repository by hand (./bin/gitlab-projects add-project gitlab/gitlab-ci.git) works, but will have no effect on gitlab.
