Add metrics button to Environment Overview page

Description
Presently we only display the button to open the Metrics page for an environment, on that environment's detail page. Since we already show a collection of buttons for each environment on the Overview page, we should also present the metrics button there, too.
Proposal
Add a “Monitoring” button (fa-area-chart icon) between the “Open” and “Terminal” buttons for each environment entry, with a tooltip describing the button:
