- Update the merge request widget styling, per the attached designs.
- Vue, BE changes are not in scope. Only update to the styling of the widget styling is in scope.

Notes
- This will be a Deliverable for 9.0, as a low-risk shippable update. https://gitlab.com/gitlab-org/gitlab-ce/issues/25424 is the ongoing technical changes with Vue and BE.
