Bring back the 'New' button in the navigation bar

GitLab wants to be the place for any software project. We should do everything we can to encourage people to create projects and groups.

In addition, groups are also the way to organise groups of people right now. Creating groups should be very low threshold.

Right now, creating a new project or group takes at least 3 clicks from a random screen, where many clicks are hard to find. It doesn't make sense to make it so hard to do something that we want to encourage.

This also gives us the opportunity to make importing more obvious, by adding this extra information there.

Proposal

Bring back the + button.

It should list at least:

  • new project
  • new group
  • import
