413 Error Importing from gitlab.com Export
Summary
When creating a new project, after selecting the "Import from Gitlab Export" option, I am asked to choose a zip file containing the exported project. If the export from gitlab.com is over 1mb in size the import fails with a 413 error from Nginx.

The relevant settings that I could find where the following, which are set to no avail.
nginx['client_max_body_size'] = "200m"
And the maximum attachment size in the admin settings area is set to 100mb.
