Dashboard labels dropdown times out

Summary

Labels cannot be selected in the dashboard because the dropdown times out.

Steps to reproduce

• navigate to dashboard (e.g. Merge requests)
• open labels dropdown

Expected behavior

labels are shown

Actual behavior

request times out
