Non intuitive buttons for 'Import sources' in administrator settings - Enable/Disable

Overview

We use the following buttons in the admin dashboard to enable disable settings. It's not clear with these buttons if "gray" is enabled or disabled.

Customer comments

We only allow private and internal projects However gray does sometimes mean not possible, sometimes possible. IMHO it should always mean not possible. (The text explains it right, that is not intuitive)

Design

Restricted visibility levels settings are already being addressed in #18136 (closed). Let's use this issue to simplify 'Import sources' by using standard checkboxes.
