Moving issue automatically adds labels

Summary

When I move an issue to another project, the newly created issue automatically gets labels added (it looks like all available labels from the target project).

Steps to reproduce

  • create new issue at project A
  • ensure that project B has labels
  • move issue from project A to project B

Expected behavior

Newly created issue has no labels.

Actual behavior

Issue has labels.
