Create new arbitrary file in new project
Description
Going through the idea-to-production demo, we'd like to use the Gitlab web UI to add an index.html file, but this seems hard to do. Until we add some other file, there's no file browser, and no link to add an arbitrary file. You can add README and other specialized files, but not an arbitrary file.
Proposal
- Add a button to add a new file
