iOS: Tooltips in issues do not appear on top stack

Summary

In some cases, tooltips in issues do not appear on top z-index on iOS. Tested on Safari and Chrome.

Steps to reproduce

Open an issue with links/emojis, click on link to see tooltip.

Expected behavior

Tooltip should always show up on top of any other content

Actual behavior

Tooltip partly behind following comment box or text

Relevant logs and/or screenshots

Find attached two examples (comment meta text overlays tooltip, comment box overlays tooltip)
