expose koding_enable and koding_url in settings api endpoint

Description

Add support for getting/setting the koding_enable and koding_url application settings values from the api

Purpose

This will allow the Koding app to populate the settings itself after turning on the integration on the Koding side, (when giving it the appId and secrets)
