`List-Unsubscribe` header doesn't match spec and doesn't actually result in Unsubscribe button in Gmail!

Implemented in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/6223. The URL in List-Unsubscribe header needs angle brackets around it, per http://www.list-unsubscribe.com/
