Cannot install gitlab-shell on Ubuntu server with no previous GitLab install
Summary
I am unable to install gitlab-shell on an Ubuntu Server running 16.04.
Steps to reproduce
On a machine that has never had GitLab installed follow the installation guide for 8-2-stable
Expected behavior
Gitlab shell install and being able to proceed to the next step in the guide in order to configure config.yml.
Actual behavior
Gitlab shell is not installed. Get errors in the console: WARNING: This version of GitLab depends on gitlab-shell 3.5.0, but you're running Unknown. Please update gitlab-shell.

Tried running the output check for the source install but I keep getting the above error.

(we will only investigate if the tests are passing)
