Replace "stages" columns with a pipeline stages column

This issue continues a specific conversation from https://gitlab.com/gitlab-org/gitlab-ce/issues/19991#note_15032680

proposed design:

this will follow through in MR and build view as well

stage names will be visible in tooltips
