Merge `doc/ci` to rest of the docs

Going forward with the docs restructure https://gitlab.com/gitlab-org/gitlab-ce/issues/3349, I will start migrating all CI related docs to their new locations, since CI is now integrated with the rest of the product. I'm also crafting a guide for the new doc location.

@sytses and @markpundsack agree on this:

The restructure will happen in the path level, we can always have the main CI README with references to the new location.
