"Owner" level cannot list confidential issues or poll for notes on them

  1. Add a group, and a project in that group
  2. Add a user to the group as an Owner
  3. Create a confidential issue in that project. Copy the URL for later.
  4. As the user added as an Owner, view the project's issues list
  5. Note the confidential issue is hidden from the list
  6. As the user added as an Owner, view the URL we copied earlier
  7. Note the issue is viewable
  8. Note that each note poll results in a 404
