removing runners can involve sending users on an O(n) UI hunt

I have a few runners that I added as project-specific runners on gitlab.com. It's time to remove some of them as they are no longer in active use. On an individual project, I have the option to "enable a runner", or "disable a runner". If the runner was added to the project I am examining, I also have the option to remove that runner.

If, however, I don't know which project I added a runner to, there does not appear to be an easy way to figure out which project the runner was originally added to. And, for some reason, it's only possible to remove a runner by going to the project to which a runner was originally added. I have not found a screen which shows me all of the runners I have added to all of my projects (along with specifying the project with which the runner is associated).

While examining this issue, it may also be worth giving thought to the best way to handle the situation where a runner was originally added to a project that has since been delated. Note that it's possible that the runner was enabled on a different project than the project to which it was originally added.

@connorshea on HN you invited tags for UI/UX issues. :)
