Import by "Any git URL" broken when URL contains a space

When trying to import a git repo that has a space in the URL, the import fails. In our particular case, the term Solutions%20Team was being replaced with Solutions%2520Team (This is what was shown in the import failure screen).

This worked prior to GitLab CE 8.7
