Problem to solve
In the group that is like "top-level group > subgroup, the member is in the subgroup only.

When the subgroup doesn't have any projects, the subgroup member can see the top-level group on the group dashboard, but when visiting this top-level group link, it returns 404.

Proposal
All authorized subgroup members should be able to see the joined subgroups whether the subgroup has a project or not. Just like in the picture below
