Add document (Readme, License, Changelog, etc.) does not consistently include markdown extension

When I click add contribution guide I get a page to create a file named CONTRIBUTING.md however when I go to add a license or changelog I get files without the .md extension. I think this is a bug, as all of them should have consistent behaviour and have the .md extension.
