Sometimes the builds for next stages are not created properly

We observed this behavior in the past, but it appears to be more common. Sometimes the builds for next stages are not created. We did encounter that for EE packages for Omnibus builds. Most likely the code handling creation of the builds for next stages should get rewritten, maybe creating all builds from the start.

I see this as an high priority issue.
