Move Threaded Discussions w/n a single issue into separate unique issues

Further details

As a development team, we may have a large discussion and during that meeting create threads within one issue for use during that meeting.

Afterward, some the threads are so robust it would be best to separate into unique issues so work related to them can be tracked independently.

What does success look like, and how can we measure that?

Success is a threaded discussion in an issue can be create a new issue with the existing conversation && (it would be great) if that thread was somehow closed and linked to the new issue, even if the first issue was left open.
