[emergency] gitlab ci running on endless loop

Hi, gitlab team,

I get a serious issue, now my gitlab ci is runing on endless loop.

because i set a tag push on file ".gitlab-ci.yml", and the gitlab ci will run default on tags, and when I know this ,i changed ".gitlab-ci.yml" and add [except: tags]. of course I operated on the same repo, so after this I checked the pipeline, i found so many new pipelines running on the old commitid that i dont set [except: tags], but when i stop the pipelines manually, and test the ci pipeline again on this repo, same things happen again, i dont know how to solve this issue, and i dont know why happen again and again, which operation was triggered the old commitid run ci pipelines on the endless loop

now my gitlab latency is very high, i can not check the version, the gitlab-runner is 10.2.0

datetime:20171225, still appeared, i already stop the gitlab-runner, how long the queue, how to check? gitlab-ci01 already deleted the tag three days ago, but now appeared again? gitlab-tags
