Disable Git repository in project

Description

We would like to use it for "non-Git" projects as well, especially be able to collect issues and use the Wiki for documentation.

In typical companies you also have managment or organizational staff, which hasn't to do anything with development and Git. But Gitlabs features like issues and wikis also provide a great fundation for everyone, as this also could be used for other areas than development.

Benefits:

• no-developer staff is not too confused with Git thingis
• Gitlab might even gain more popularity within other types of companies

Proposal

Make the repository itself a project feature like "Issues", "Merge Requests", "Wiki"... (internally it would be fine, if it is just hidden from the UI and access forbidden through Git usage)
