Make Meson available for building Git

Git has introduced Meson as new build system and will start phasing out the other build systems eventually. In order to start the dogfooding process and be ahead of the upcoming deprecations we'll convert Gitaly to start building Git with Meson. This issue tracks adding required dependencies ahead of time.
