Do not leak sensitive urls

in https://gitlab.com/gitlab-org/gitlab-foss/issues/60212#note_160314858, the suggestion to avoid leaking user:password userinfo passed from the url is to scrub it and pass it along as a config. This MR does that for CreateRepositoryFromURL
