Upgrade Rouge to v3.11.0

Stan Hurequested to merge
sh-upgrade-rouge-3.11.0 into master

This fixes the JSON parser bug present in v3.8.0+(https://github.com/rouge-ruby/rouge/issues/1330) and adds support for a number of new lexers.
