Remove gitaly migration era namespace check

This removes a ruby check that helped us refactor gitlab-ce code, that eventually got copied into gitaly-ruby.

This check is not needed anymore. We don't have to worry about a ruby Repository class masquerading as Gitlab::Git::Repository in gitaly-ruby.
