Update FetchRemote ruby to write http auth as well as add remote

Modifying the FetchRemote rpc to write the http auth header config as well as add the remote.

This is something @jacobvosmaer-gitlab and I discussed, to consolidate the fetch logic from the geo ruby code into gitaly.
