Ensure that GitLab-Shell Redis Internal API Migration is the final blocker for *RecievePack endpoints

gitlab-shell!163 (merged) and https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/13916 are almost through review, meaning that conversation #467 (closed) will soon be complete, unblocking on the *RecievePack endpoints which have been disabled since Gitlab 9.4.

Task at hand:

Using the changes made in gitlab-shell!163 (merged) and https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/13916, ensure that this is all we need to do do unblock #349 (closed) and #353 (closed), such that we can start testing these endpoints in 10.0 without any further delays.

Originally, @jacobvosmaer-gitlab was going to do this, however, since @eReGeBe has pretty much completed gitlab-shell!163 (merged) and https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/13916 and @jacobvosmaer-gitlab has lots of other tasks on his plate, I'm assigning @eReGeBe.
