ListRepositories RPC to verify project replication during demos

Problem to solve

During Gitaly HA demos it is laborious to verify if a change got replicated.

If an administrator was debugging Praefect, they would have no way to quickly check the state of all replicas.

Add a command to Praefect to allow an administrator to quickly verify the checksum of all the nodes for a specific project.
