Gitaly PostUploadPack does not support shallow clone

To reproduce: use GDK master, clone a repo with git clone --depth=1.

We cannot turn on this RPC in production without proper support for shallow clone.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
