Upgrade to Git 2.22.0

Soon a new version of Git will be released, Git 2.22.0 has been released and it contains a feature that would unblock: #1553 (closed)

Given the work to upgrade is usually minor, I feel we should upgrade the Git version soon to remain up to date.

• Update the GDK gitlab-development-kit!752 (merged)
• Update GitLab recipes gitlab-recipes!86 (merged)
• Update Omnibus omnibus-gitlab!3502 (merged)
• Update K8s charts gitlab-org/build/CNG!251 (merged)
• Have GitLab-Rails use it https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/31578
