Default to JSON Logging

We are moving to make JSON the default configured log format for Gitaly in 12.0 Omnibusrelease.

Would we like to make this the source install default as well by changing https://gitlab.com/gitlab-org/gitaly/blob/master/internal/log/log.go#L39 ?
