Assess prioritization of Gitaly N+1 issues vs. HA and report back

During the Support Group conversation it was noted that we need to support existing customer with Gitaly on NFS vs. Gitaly HA and the team thinking in terms of prioritization. We need to reassess whether we have prioritized correctly to support existing customers (and customers onboarding who are going to use NFS) vs. the HA solution.

This exercise can include tiger-team/resourcing reprioritization/etc.
