GitalyBot should apply milestone for MRs if possible

Milestones are now set by hand, which is something @GitalyBot might be able to do.

The code for the MR is ready, but I needed a way to check if it works.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
