Benchmark: Clean up resources with scheduled job

Background

Since the current benchmarking suite has manual steps to teardown the env. We should configure the cloud project's env with a scheduled job that will teardown those resources regardless. Since the resources are meant to be temporary in nature and spun up to run some tests.

Goals

• Create scheduled job to delete based on time or tags
• Set deletion policy of instance to also delete block device on termination
