can't move repository - route repository creation: additional repository not found

Description

During a move from one gitaly, to a gitaly cluster, a few repositories are not migratable. They fail with the error: route repository creation: additional repository not found.

The metadata command returns the same on praefect. However, the repositories are as it seems, fine. They can still be cloned and are still served from the old gitaly. But migration seems impossible.

We couldn't find a solution to this yet.
