Gitaly git v2.38.3.gl1 fails to build

Trying to build with the following:

make git GIT_PREFIX=/usr/local GIT_VERSION=v2.38.3.gl1

Throws an error:

fatal: couldn't find remote ref v2.38.3.gl1
make: *** [/opt/gitaly/_build/deps/git-distribution/Makefile] Error 128

This is on 15-7-stable.

If i use v.28.2.gl1 as a GIT_VERSION, it succeeds.
