Convert max_queue_size to work per-repository
After experience on Gitlab.com, we've determined that max_queue_size
is not a practical knob for limiting traffic. Since it's a global limit in that it does not take repository into account, what can end up happening is one very busy project can effectively burst this limit, preventing traffic to all other repositories for a given RPC.
The max_queue_time
is per repository, and is a much more useful knob. It would be better if the max_queue_size
also works per repository.
