Investigate why packfiles sometimes don't have a reverse index

In gitlab-org/gitlab and its pool repository we have seen that some packfiles don't have a reverse index. We should investigate why that is.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
