Leaking catfile processes

Gitaly is leaking catfile processes, and it's not quite clear where exactly this is happening. On .com the rate is quite high though, but due to the frequent server restart this hasn't been much of an issue until gitlab-com/gl-infra/production#7107 (closed). It is likely to be a more severe issue in customer installations though, where restarts happen less frequently.
