Preparation for v15

I was wondering what's needed for the upcoming %15.0 release (May 2022)?

Go module

We probably should update the go module from v14 to v15. As far as I know we haven't done this before, because the module version was only introduced in v14: !3525 (merged).

I don't think this will be too challenging, but I might be overlooking things. We have PROCESS documented, but I don't know it was ever tested.

Deprecations

Which deprecations are we aware of, and should be scheduled for %15.0?

• Deprecate reading external gitconfig (#3617 - closed)
• Remove PackObjectsHook rpc
