FetchIntoObjectPool failing on www-gitlab-com, blocking GarbageCollect

https://log.gprd.gitlab.net/goto/ba7decb0-82e1-11ec-a649-b7cbb8e4f62e shows a number of failures in the GarbageCollect RPC, which may be preventing the remotes in !4284 (comment 827208142) from being cleaned up:

2:enqueue replication event: query: timeout: context deadline exceeded.: This may have been caused by gitlab-com/gl-infra/production#6197 (closed).

This error may be the real issue:

13:fetch into object pool: exit status 128, stderr: "error executing git hook"
fatal: ref updates aborted by hook
