Expectations
What release does this feature occur in first?
What are we expecting to happen?
No change in behaviour should be visible during normal operations. Racing RPC calls may start to fail.
What might happen if this goes wrong?
Creations, removals or renames of repositories may start to fail.
What can we monitor to detect problems with this?
