praefect subcommands: include helper text to indicate when repositories will be replicated after track-repository is used

After an admin uses track-repository, it's unclear to them when that will be replicated across all nodes. We should add helper text that tells them the automatic replication interval is set in the praefect config.toml, and a link to documentation.
