Transactional RenameRepository RPC

RenameRepository is not transactional, which causes problems for Praefect/Geo setups. We should make it transactional in the spirit of #3779 (closed).

Relates to gitlab#332151 (closed).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
