MVC: List differences between praefect database and cluster storage

Problem Statement

In an effort to further break down the resync-db command discussed in &6775 (closed), we are proposing the first iteration (MVC) here.

Given that the first step to re-synchronizing the database and the repository storage is to list the difference, it has been proposed that we begin by developing the algorithm to identify and list those differences.

Deliverables

Create a command which will list the differences between the Praefect database and the repository storage.
