Cleanup fallback logic for gitaly-git2go binary path resolution

!3587 (merged) is merged and deployed on the gitlab.com.
It is safe to remove fallback logic to define the path to the gitaly-git2go binary.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
